Kalispell Opportunity Zone |
Kalispell's Opportunity Zone covers the western one-third and eastern one-third of the Kalispell's Core Area encompassing 30+ acres of vacant or under-utilized property. Much of this property is available for sale and consolidation and is immediately adjacent the the trail and linear park which will be built in 2020. The Opportunity Zone mirrors the New Market Tax Credit census tract and overlaps in places the Kalispell Westside TIF District. The time to invest in Kalispell's real estate and businesses is today.
Opportunity Fund Projects are eligible for significant tax benefits for those re-investing capital gains within the Opportunity Zone boundary. The benefits are three-fold. Current taxes owed can be deferred, when paid the taxes due will be discounted by 10-15% and new capital gains realized on investments made for ten years or more will not be taxed at all. Kalispell has made an investment in the infrastructure of its Core Area. Investing in the Kalispell Opportunity Zone around that infrastructure provides a chance to do well while doing good for the community. |
OPPORTUNITY ZONE TAX INCENTIVES
The OZ Program offers three tax incentives for investing in Kalispell through a qualified Opportunity Fund
TEMPORARY DEFERRAL
A temporary deferral of inclusion in taxable income for capital gains reinvested into an Opportunity Fund. The deferred gain must be recognized on the earlier of the date on which the Opportunity Zone investment is disposed of or December 31, 2026.

STEP-UP IN BASIS
A step-up in basis for capital gains reinvested in an Opportunity Fund. The basis is increased by 10% if the investment in the Opportunity Fund is held by the taxpayer for at least 5 years and by an additional 5% if held for at least 7 years, thereby excluding up to 15% of the original gain from taxation.

PERMANENT EXCLUSION
A permanent exclusion from taxable income of capital gains from the sale or exchange of an investment in an Opportunity Fund if the investment is held for at least 10 years. This exclusion only applies to gains accrued after an investment in an Opportunity Fund.

Kalispell Opportunity Zone Districts
Granary DistrictFrom the western city edge through the Meridian Road area and extending to 7th Ave. WN or 5th Ave. WN, the Granary District is characterized by open, undeveloped rail yard and underutilized or abandoned industrial uses along its frontage with West Center Street. The City of Kalispell expects future development in the area to be a mix of multi-family residential, mixed-use buildings and commercial businesses. Large plots of land north and south of the Trail present real investment opportunity.

Park DistrictThe Park District stretches east from 3rd Ave EN to Woodland Park and next to Kalispell's historic East side neighborhood. Terminating on the north edge at Idaho Street/Highway 2. This district is characterized by a more natural setting with hills and expansive views to the east and south. Substantial higher end residential redevelopment potential exists along this portion of the corridor primarily to the north of the new trail and also at key points south of the trail.

Courthouse South DistrictThe Courthouse South District starts at 6th Street and spreads south to the City limits encompassing everything except two blocks east and west of Main Street. Investment in this large area of Kalispell could include commercial businesses, hotels, event venues, multi-family housing and uses surrounding the City Airport. In 2020 the Airport TIF District will fund the building of new roads and sidewalks serving the new elementary school on Airport Road.
